The sun rose slowly over the coastline of Bandar, northern Mozambique, casting golden hues over the local turquoise waters. 

The community of Bandar was bustling with excitement, as today marked a significant milestone in their journey toward marine conservation: the inauguration of the first watch tower within a locally managed marine area in northern Mozambique. This watch tower stands as a symbol of hope and a testament to the power of local leadership in conservation efforts.

The journey began in 2019, when Bandar became a partner community of Our Sea Our Life (OSOL). A community heavily reliant on the ocean for their livelihoods, had already noticed the decline in fish populations and the degradation of marine habitats in their local area. These marine ecosystems are vital not only for biodiversity but also for the sustenance and economic wellbeing of the coastal communities. 

Faced with these challenges, with OSOL and AMA’s support, the community fisheries council (CCP) of Bandar were determined to take action, aiming to manage their marine resources more sustainably.


Ideas of a watch tower had been discussed during many conversations and regional meetings, where experiences from elsewhere were considered. The BIOPAMA Medium Grants funding has enabled the CCP of Bandar to make this a reality. The tower would serve as a sentinel, allowing community members to monitor marine activities, enforce sustainable fishing practices, and protect their waters from illegal fishing. However, transforming this vision into reality required resources, expertise, and collective determination.

Along with several other achievements for the LMMA of Bandar, together with OSOL, BIOPAMA’s support and local authorities, the project gained momentum. The construction of the watch tower was not just an infrastructural endeavour but a community-driven project that involved local planning and construction skills, agreeing on code of conduct and roles and responsibilities for enforcement, enhancing knowledge on marine conservation, and fostering a sense of ownership among all stakeholders.


As the watch tower took shape, it became a beacon of hope and empowerment. Standing tall against the backdrop of the ocean, it offered a panoramic view of the LMMA, allowing for effective monitoring and enforcement of conservation measures. The tower’s presence signified a proactive approach to conservation, where the community was at the forefront of safeguarding their marine resources.

The inauguration day was filled with vibrant celebrations. CCP members proudly wearing their uniform, community members, local leaders, government officials, and representatives from partner organizations gathered to witness this historic moment. Traditional music and dance echoed through the air as the plaque was displayed, officially opening the watch tower for operation.

In his speech, the Administrator of Metuge District emphasized the importance of local involvement in conservation. “This watch tower is not just a structure,” he said. “It is a symbol of our commitment to protect our ocean for future generations. We are taking responsibility for our resources and showing the world that local communities can lead successful conservation efforts.”

The impact of the watch tower extended beyond its physical presence. It is becoming a catalyst for change, inspiring other communities along the Mozambique coast to explore similar initiatives. Plans for additional watch towers and collaborative efforts to create a network of locally managed marine areas are beginning to take shape, with the potential to significantly enhance marine conservation efforts along the coast.

As the BIOPAMA funded activities draw to a close, the community of Bandar stood proud of their achievement. The watch tower was not just an endpoint but a beginning—a starting point for ongoing conservation efforts that would inspire other coastal communities to rise and protect their marine heritage.
This remarkable story of local determination and innovation serves as a beacon of hope, illustrating how grassroots initiatives can lead to significant environmental and social change. With the watch tower in place, the community is not only watching over their waters but also paving the way for a sustainable future.
